Overview
Educational Technology Services (ETS) serves as a trusted statewide partner to the California Community Colleges Chancellor's Office, providing fiscal administration, operational leadership, and implementation support for technology initiatives that strengthen student success, institutional effectiveness, and systemwide innovation.
As Fiscal Agent for numerous statewide initiatives, Foothill-De Anza Community College District manages the administrative, financial, contractual, and operational framework necessary to successfully deliver complex, multi-institutional projects. Beyond fiscal stewardship, ETS serves as a statewide hub for collaboration—bringing together colleges, technology partners, policymakers, and subject matter experts to develop, pilot, scale, and sustain innovative solutions that benefit the entire California Community College system.
Through these efforts, ETS helps translate the Chancellor's Office Vision 2030 priorities into practical, scalable technology solutions that improve student mobility, modernize institutional infrastructure, expand equitable access to digital services, and foster a culture of continuous innovation across California's 116 community colleges.
Our Role as Fiscal Agent
Serving as Fiscal Agent extends well beyond financial administration. ETS provides the operational infrastructure and governance necessary to move statewide initiatives from concept to implementation while ensuring accountability, transparency, and long-term sustainability.
Our responsibilities include:
- Fiscal administration and stewardship of state and grant-funded initiatives.
- Contract development, procurement, and vendor management.
- Budget planning, financial reporting, and compliance oversight.
- Program and project management.
- Executive governance and stakeholder coordination.
- Partnership development across colleges, districts, industry, and government.
- Risk management and operational oversight.
- Implementation planning and systemwide deployment support.
- Performance monitoring and program evaluation.

Statewide Innovation Hub
The Digital Center for Innovation, Transformation, and Equity serves as a convening organization where ideas, partnerships, and technology solutions come together to address shared challenges across higher education. By collaborating with the Chancellor's Office, community colleges, industry leaders, nonprofit organizations, and technology providers, we help identify emerging opportunities, coordinate pilot programs, evaluate innovative technologies, and develop sustainable implementation strategies that can be expanded statewide. This collaborative approach enables California Community Colleges to benefit from shared expertise, coordinated investments, and common technology infrastructure while reducing duplication of effort and accelerating innovation.
