Met yesterday,
November 6th at the KCI
The meeting had very low attendance
Took a tour of the center
Reviewed some of the pending projects that the Learning Technologies group
is engaged in
Had a lively discussion about the CVC hosting ETUDES (a course management
system) and making it available to CA Community Colleges, in its current
form, at no cost to the colleges
The CVC has
negotiated with Foothill to be able to use ETUDES
De Anza will be able to use ETUDES at no charge
Robert Griffiths on the FH
campus and Heidi King on the DA campus will be contacting instructional
Deans to do a presentation on the Instructional Design Group

Need one more
FH faculty member or nomination, before submitting names to the different
senates for approval

Wayne & Willie, met last week, and reviewed the existing board policies
that deal with accessibility to see if they could pony back on top of a current
policy, instead of writing a whole new section 508
Steve Sellitti
(responsible for accessibility & support for disabled students on the
De Anza campus), is in the process of reviewing the current board policy
and didn’t think that it was appropriate to pony back onto what was
there but instead write a whole new policy

First step, according to the plan, is to develop a policy statement and then
decide who the responsible parties are to implement the plan
· Largest area of immediate impact would be web accessibilities
in distance education
· Federal Gov can no longer purchase any technology unless it meets
the 508 standards
· With SB 105 the state will no longer be able to purchase any
technology unless it meets these standards
· When we develop new courses, or purchase new textbooks with CD’s
they will need to meet the 508 standards
· If you make a movie, it needs to be captioned
Supplying text
with the movie will no longer satisfy the requirement
·
Two issues posed by these standards are:
How do we make
sure that the new technology we acquire is compliant?
When we acquire technology or develop technology (i.e. on line courses)
what institutional processes do we put in place to stay compliant?
When particular applications are already distributed and in people’s
hands, do we have to go back retroactively and make them compliant?
· Wayne's policy
suggests that the Chancellor appoint a compliance officer to make certain
that new purchases and training are compliant
·
Distance Learning is already complying with the closed captioning on their
courses
As a new course
comes out, the contents are updated, and the videos are made current (have
captioning, and better technology)

Question was posed if there is a transition period or a grandfather clause
for existing material
The law went
into effect over a year ago, before that was the Americans with Disabilities
Act of 1990 and the Rehabilitation Act of 1973, so it is hard to say how
far back we will have to go
State Chancellors office is providing each college $10K per year for 6 years
to help with the cost of captioning existing libraries
· For on line courses,
need to know if there is any interpretation of how far back, faculty will
be ask to go, to retrofit their courses

It was mentioned that if the workload for instructor’s increases to
meet these standards, they will need to go through negotiations
· Etudes is compliant
· Having to retrofit will be costly
·
Robin has been getting written comments back already
She has also
been getting signed forms back
Will need to check with Robin if she is following up with those faculty
members who have signed the form, to let them know that this is not a policy
yet and they didn’t need to sign
· There was strong
opposition to the signature page by the Academic Senate, and they did not
like the policies tone
·
Will need an article in NewsBytes explaining why there is a requirement to
sign
· The policy should use in its wording: “not excessive personal
use” instead of “no personal use”
· Policy doesn’t address what is on a personal laptop
· A lot of constituency groups are concerned about the enforcement
of the policy
i.e.:
in the instance that someone is trying to frame another person

An attorney advised the District to use this kind of language for the policy
·
Need to clarify the number of votes for those members of the committee who
are representing two groups
· Transition over to OS10 will begin soon
Needed to get
tech staff trained on OS10 – this occurred during the summer
There are certain applications that will only run in OS10, those people
will get top priority
The first upgrades will be
for the counselors who need to use the Hershey/Cats IEP (Individualized
Education Plan program)
Don plans to
begin the upgrade transition of software after completeing the upgrades
for those counselors using the Hershey/Cats program
Will have both OS9 & OS10 on upgraded computers, so staff can boot up
into either one
Learning Technologies will provide training for OS10 on both campuses
