EDUCATIONAL TECHNOLOGY ADVISORY

COMMITTEE

4/10/2003, 9:00-10:30 am

ATTENDEES:  Carole Chapman, Wayne Chenoweth, Jennifer De Leon, Scott Heffner, Roxanne Mendrinos, Willie Pritchard, Jaci Ward

Convened:  9:08 am

1.  APPROVAL OF THE MINUTES OF THE LAST MEETING

· Minutes will stand approved as posted

2.  GENERAL NEWS – NEXT NEWSBYTES WILL COME OUT ON APRIL 14, TOPIC TO BE NEW CENTRAL SERVICES WEB SITE AND USE OF COPYRIGHTED MATERIAL ONLINE; ETS WILL NOW BE LEADING THE STUDENT ID CARD INITATIVE; NEW CENTRAL SERVICES AND ETS WEB SITE LIVE

· NewsBytes will be sent out this coming Monday
The main topic is on the new Central Services web site
The new web site runs under a new content manager, Manila 
This new site allows each department to have its own unique and easily understood URL’s
The second article will be on the use of copyrighted materials as it applies to online teaching and the TEACH ACT
Willie is always open to suggestions for NewsBytes topics, but would need the info two weeks in advance

 

· ETS will be leading the student ID card initiative
This decision was made with the use of a consultant and a meeting of the senior managers in the district
It will be know as the Student ID Card instead of the Smart Card Project
The Smart Card project has been quite expensive for a number of years
ETS' task will be to lower the cost and provide the functionality that both colleges want
A steering group has been created and will start meeting next week
The goal is to have a RFP document by the end of June
The new card will have the same or similar functionality as the current Smart Card

3.  SUBCOMMITTEE REPORTS – HARDWARE/SOFTWARE STANDARDS, NETWORK & SYSTEMS, INSTRUCTIONAL TECHNOLOGY, INFORMATION SYSTEMS, COMPUTER USE POLICY

· Appropriate Use Committee
CAC will take action on policy tomorrow, April 11th
CAC made some minor changes to the policy
Most of the changes were for clarification
The policy is on the Board agenda for April 21st, as an information item
The Board will take action, on the policy, at their May 5th meeting

4. UPDATE ON POLICY FOR ELECTRONIC AND INFORMATION TECHNOLOGY ACCESSIBILITY STANDARDS – WAYNE CHENOWETH

· The question was raised as to whether a board policy was required, or only a district policy

Willie is still waiting to hear back from legal counsel on this issue

· Currently, the decision as to whether a request is a hardship, is up to the administrator who signs off on the request

· There was a suggestion that the current EIT committee be used as an advisory group

· The ETAC committee worked on a process flow for section 508

A copy of the flow chart will be e-mailed to all ETAC members

A suggestion was made that the flow chart be attached to the policy

· Section 508 is an acquisition test not an accessibility test

All information technology products that are purchased with district funds, must be 508 compliant

· ETAC recommended that the Hi Tech Training Unit create a standards list

· Questions and concerns were raised that it may be premature to state definitively, how wide dissemination efforts will need to be, without first, establishing what EIT products will appear as compliant on the Standards List.

· Since this policy does not affect every individual in the district, it does not need to be publicly disseminated in the same manner as the Computer Use Policy

A story about section 508, should be include in NewsBytes, which gets e-mailed to each individual in the district

Should work the policy through the normal committee governances - do not need to have public hearings and public input

Do not need the same extensive public input, as was needed with the Computer Use Policy

5.  OTHER ITEMS FROM THE COMMITTEE

· There was nothing from the committee
