EDUCATIONAL TECHNOLOGY ADVISORY
COMMITTEE

1. APPROVAL OF THE MINUTES OF THE LAST MEETING

· Will stand approved as posted

2. GENERAL NEWS (ALL)

· General introductions were made
· Faculty purchased a wireless presentation unit and was looking for ETS to help configure it

Somewhere down the road there is a potential for conflicts with the campus wireless

Would be good for faculty members to talk to ETS before making their technology purchases

· CTIS is working with one of their students to have Microsoft come out and do a free Vista party

The party is scheduled for some time in March (March 24th?)

Can go to Vistaparty.org to check the date, the names of the speakers and registration

The party will cater to sys admin types, people who want to learn the new features in Vista

· CALEA (Communications Assistance for Law Enforcement Act) – new piece of legislation that allows law enforcement agencies, in certain cases, to do the equivalent of wire tapping, on the digital network

They want to be able to trace certain types of communications that occur and be ale to determine who sent them and what the content of those messages are (pertains to out going messages, not incoming messages)
Applies broadly to organizations that provide Internet connectivity or connect public networks together
According to most attorneys, this does apply to most educational organizations, because in some cases we have a public network and attach ourselves to the Internet
There are ways to be exempted from CALEA – to do so, you need to satisfy the following two condition:

1) You run a private network and not a public network

Private networks – limited access to a limited number of employees of the organization who can get on and access resources on your intranet
Trying to define FHDA, as a private network is not a straightforward issue since we have a fairly open system for faculty, staff, students and certain members of the public
Some colleges say they have private networks because they are limiting access to students and employees
Our attorney says that we operate a private network because, we only make if accessible to employees and students

2) You are not the organization that is attaching yourself to another public network (the Internet) – you employ someone else to do that

FHDA has two (2) separate connections to the Internet. We pay SENIC (a consortium that exists across CA of all educational institutions) and SBC to make all of our Internet connections
Since we use outside providers to connect to the Internet, according to the law, we do not support our own connection to another public network, and therefore satisfy this requirement to be exempt

We will probably declare ourselves exempt and work on some policies to address the issue of who has access to the resources on our network
We want to be exempt from CALEA because, it will be expensive to comply and the compliance dates are rapidly approaching

Around February 5th, we have to make a first report, saying how we are going to become compliant
By early May we actually have to be compliant – which would require a swap out of major items of our network

We would also need to train staff in the particular procedures and techniques so when law-enforcement agencies contact us we are able, at any hour of the night or day, to turn things on or off, to allow them to snoop at what ever traffic they want to look at - this opens us up for eavesdropping

Librarians have gotten themselves exempted from CALEA almost on principle – we may therefore allow public access in the library without having to justify it or having any kind of special rules in place

3. STATUS OF PROJECTS (CHIEN) – STUDENT TRACKING SYSTEM, CAPTURE /GO PRINT, EDUCATIONAL INFORMATION SYSTEM

· Student Tracking System (STS) - this project has to do with student usage in labs

STS is a software used to track different things in different labs

This software is not installed in all labs on the campuses
FH uses STS for WISH tracking and it goes into their FTE calculation

This is a means of recording a studentÕs lab usage to make certain they are satisfying the course requirement

For security reasons, FHDA needed to change the students ID number from the nine digit SS# to a new 8 digit student ID number

As of today, the conversion has gone well

As of January 8th 2007, all the labs are using the new 8-digit student ID number

Mike Murphy requested that faculty be given a list of the labs and where they are – Chien agreed to get a list to him

· Capture/Go Print

When Chien first took over this project, he discovered that there was a process issue as well as a data issue

These problems have been fixed

Currently the directions on how to insert the capture card is not very clear so the Go Print & Capture vendors have been ask to unify their instructions
As soon as an issue comes up, it is being addressed
This project is an example of how an assessment should have been done on the particular application before being acquired

This would prevent situations where we have to fix something repeatedly, and it continues not to work
In this project, we tried to take technologies from several different vendors and merge them together, which is always a formula for problems as you go down the road

· Educational Information System (EIS)

A breakdown of the new project ETS is undertaking was handed out
Currently in the process of selecting a decision director selection tool to help us choose our new EIS

This type of tool will allow us to very quickly determine the gap analysis between what the vendors have, what we need and what the difference is between the vendors
The tool we are looking at is a collaboration between the Foundation for California Community Colleges and a vendor called Advantiv

The colleges that were interviewed, paid anywhere from $60K - $100K for the tool

Have four (4) project goals for this year

1)    Develop a project time line to accomplish goals
2)    Collect best practices and lessons learned, from other colleges and universities, to find out what their experience was, what their time frame was, how much they paid for their system
3)    Will need to get board approval by the February 5th meeting
4)    Get an RFP to the vendor by April 30th

To date we have:

1)    Conducted interviews of major Community Colleges and Universities regarding their experience using Decision Director tool
2)    Working with Purchasing to secure a good price and a contract for the Decision Director tool
3)    Completed a project web site

4. HARDWARE/SOFTWARE STANDARDS (SHARON LUCIW)

· Since the committee last met, Dell has changed both its desktop and laptop models, which we had as our standards

Since Dell changes their models so frequently Sharon proposes, for more efficiency, the following:

1)    That the number of HW & SW Standards meetings be reduced
2)    Since the changes to the computer models are slight, that the two Tech Services supervisors and herself decide what the configuration of the new model(s) will be

Sharon's proposal will be discussed at the next HW & SW standards committee meeting and then brought back to the next ETAC meeting

· Sue Gatlin ask Chuck Lindauer to attend the next HW & SW Standards meeting in her place
· There may not be a meeting in February due to the fact that Sharon might get called for jury duty
· The committee generally meets the first Tuesday of each month, from 3:30 PM – 4:30 PM in the DA Tech Services meeting room

· Unable to get to this topic during this meeting
